Council Member Vincent Orange of Ward 5 and District of Columbia Mayor, Anthony A. William speaks upon the celebration of the Emancipation of 3,100 slaves. Dr. Dorothy I. Heights who was part of The National Council of Negro Women and the first Africa American woman to own her own property on Pennsylvania. The Mayor also awards her for her outstanding contributions during the Civil Rights Movement. The Alpha Phi Alpha Fraternity organized the development of the Martin Luther King memorial who were also acknowledge for their services within the community.
