The Hillcrest Community Civic Association initiated this oral history project to answer the question, "What makes a strong DC community?" Narrators were asked if Hillcrest exhibits the characteristics of a strong community and what they believe the role of the HCCA should be.
Franklin Singer, a founding member of the HCCA, explains that the organization was created to supplant the previous community association which often made decisions with little input from the greater Hillcrest population. Early HCCA meetings were held in the Lutheran Church of the Holy Comforter, a congregation for which Singer served as pastor for many years.
