The Hillcrest Community Civic Association initiated this oral history project to answer the question, "What makes a strong DC community?" Narrators were asked if Hillcrest exhibits the characteristics of a strong community and what they believe the role of the HCCA should be.
Marvin Bowser notes that the HCCA and the community it serves have a symbiotic relationship, but more people tend to participate when there is a burning issue on the table. In a perfect world, according to Bowser, residents would engage with the HCCA whether even in periods of relative calm.
Bowser also recalls the kindness exhibited during the snow storms of 2010 and cites it as an example of Hillcrest's strength.
